Mismanagement galore: Confusion mars plans to end evening shifts

CADD minister announces immediate end; college unaware of decision.

ISLAMABAD:
The government plans to abolish evening shifts in the capital’s colleges seem to be heading nowhere as the colleges are contradicting government claims.

Capital Administration and Development Division (CADD) State Minister Usman Ibrahim on Thursday once again announced to immediately end evening classes in Islamabad Model College H-9 and terminate evening admissions at Islamabad Model Postgraduate College H-8 from the next academic year. Both the colleges, however, said they had not received any orders yet.

The initial plan was to accommodate 684 evening students of the two colleges at Islamabad Model Postgraduate College of Commerce H-9. However, no headway has been made since the announcement last month.

CADD officials told The Express Tribune that the minister came to know of zero follow-up on his previous orders and sought a report from the director of model colleges. Ibrahim held meetings with several officials and the announcement to end evening classes at the two colleges was released to the media in the evening.




However, heads of both the colleges said they were unaware of the decision and that they had received no directives as yet.

A teacher at the H-8 college said that these were hollow announcements, adding that evening classes are still under way at the college. Fiscal issues, staff shortage, and odd class hours were reasons the administration planned to wind up evening shifts

Currently, only 82 teachers are appointed to teach 1,704 students enrolled in rural areas of the capital in evening shifts. CADD says the schools and colleges are short of 977 teachers and of the total faculty, 1,600 teachers are appointed in evening shifts.

The ministry now says the evening shifts will be phased out instead of immediately ending.
