Job protection: Civic agency starts regularisation process
Employees who have completed two years of service in BPS 1-16 are being regularised

The Capital Development Authority (CDA) has initiated the process of regularising nearly 1,800 daily-wagers and contractual employees working in grades BPS-1 to BPS-17.
According to a circular issued by the civic agency, the decision has been taken in the wake of the CDA Board’s decision of September 30, 2011 and another taken in September this year.
The decisions provide for regularisation of those contractual employees and daily-wagers who have completed two-years of service in the authority.
The circular issued by the CDA Human Resource Directorate (HRD) states that “the HRD is in the process of regularising individuals who have completed more than two years of service on a contract/daily wage/muster roll basis in the authority in BPS-1 to BPS-16”. The employees have been asked to submit the requisite documents.
A source in the CDA, however, claimed the move came following pressure of the workers union on the management and threats of a sit-in in front of the CDA chairman’s office if their demand was not met.
The CDA has hired some 2,586 people on a temporary and contractual basis since 2009, and of them, services of 775 employees were regularised in the last month of the Pakistan People’s Party government.
Currently, around 1,811 contractual employees, including security guards, sweepers, sanitary workers, helpers, UDCs, LDCs, assistants, computer operators, drivers, firemen and tractor operators, among others, are working in the authority.
In the recent past, the CDA management was mulling over “right-sizing” human resource in the authority, expressing reservations over inductions made during the tenure of the former government.
Earlier, a judicial commission had also unearthed several irregularities in the hiring of individuals on a temporary basis in the authority. The incumbent management, however, has taken a U-turn on the issue.
CDA Member Administration Amer Ahmad Ali said the decision will benefit over 1,500 lower grade employees. He claimed that the regularisation will be made following strict scrutiny of documents.
