Monsoon-induced flooding has wreaked havoc on both sides of the Himalayan region, which is divided between the two nuclear-armed rivals.
Its effects have been particularly devastating in Srinagar, the capital of the Indian-administered Kashmir where thousands of people lost their homes and were stranded for weeks without aid.
The floods, which hit on September 7, also caused devastating economic losses running into billions of dollars to the area's famed carpet exporters, with separatists heavily criticising New Delhi's response.
The government of Pakistan-administered Kashmir issued a resolution calling for the United Nations to intervene, which was passed by the Parliament of the nominally autonomous territory.
"The government of Pakistan should contact the United Nations and government of India to open the ceasefire line to supply the relief goods to the flood victims for their rehabilitation," the resolution by the 49-member house said.
"India has left helpless Kashmiris alone. Hundreds of dead bodies are lying unattended and thousands of people are missing, there is no arrangement for edibles.
"So this meeting (calls on) the UN to send international agencies to the Indian-administered Kashmir to help the victims," it said.
Separately, the union representing traders involved in business across the border also demanded the opening of the Line of Control (LoC) which splits the region in two.
"The United Nations should open the LoC for the relief activities to enable us to go and help the flood victims," Gohar Kashmiri, president of the Intra-Kashmir traders union, told a press conference.

@Mr Sunny Leon: So they can make some money from the aid coming in. Poor chaps don't have any other income and no one is willing to trust them with aid money anymore.
As a Muslim kashmir I can't wait till the army leanes and we can live peaceful lives.
I don't wish to join Pakistan, just to get on with my life.

There is a man in Kashmir right now, who's little sister drowned on her way home from school. This man has not eaten a meal since September 6th, he gave all of the food he had to the babies and children in the area he is staying. There is no clean water, no food, and no news of any further aid to them. It is wrong to stand idly by while people starve to death and succumb to illness caused by tainted water. Politics can wait, the people cannot.
I long for the day when we Kashmiri become part of Pakistan. We really appreciate the way the Pakistani army and the political leaders like Imran Khan is helping our brothers in AJK. Some of my misguided brothers, specially Shias in valley want independence but the Shias should realize that we are Muslim and Pakistani first.
Playing politics in the time of great devastation when Govt of India is making all out efforts with success is not in good taste.

The honourable members are advised to first handle the challenges within AJK and then think of looking into the neighboring province. If the UN needs to help they can access the IAK from within India, why would they need to go to AJK?
