Punjab’s admission rules rejected

PM&DC turned down the Punjab government’s weightage formula in MBBS admissions, resumed its previous one.

The Pakistan Medical and Dental Council (PM&DC) in its 117th meeting rejected the Punjab government’s rules and regulations for MBBS and BDS admissions, The Express Tribune has learnt. Instead, the council has approved its own MBBS and BDS Admission and Examination Regulations 2010 which will also be applicable for the year 2011-2012, The Express Tribune has learnt.

The meeting was held at the PM&DC’s office in Islamabad on November 8. It was attended by PM&DC’s office bearers along with 60 principals of public and private medical colleges.  Regulations 2010 were approved during this meeting

The PM&DC turned down the Punjab government’s weightage formula of 70:30 per cent ratio in MBBS admission and resumed its previous admissions formula of 10 per cent weight for matriculation, 40 per cent for FSc and 50 per cent for entry test. Under the new rules, the entry test has been abolished for overseas students. Reserve seats for the handicapped except for the disabled have also been abolished. Regulations 2010 have raised the fee for private sector medical colleges and empowered the private sector to include 25 per cent of the marks of their aptitude test in the entry test and to fix 60 per cent as the eligibility for the entry test.

The concerned authorities in the Punjab said that out of the 60 principals present at the meeting, 55 were from the private sector. They said that the Punjab government had formulated its rules and regulations after a detailed study of survey reports.

However, they said that the Punjab government, this year, on the Supreme Court’s directions would admit applicants according to its own weightage formula of 70:30 per cent. The authorities also said the University of Health Sceince’s (UHS) three years record showed that none of the students who had 60 per cent marks in their FSc had succeeded in getting admission in any public medical college.

The copy of Regulations 2010 available to The Express Tribune states the following:


The total annual admission in an MBBS course shall not exceed 350 students in a public institution and 150 in a private medical college. All quota seats will be adjusted within the approved annual ceiling of seats.

Admissions to both public and private medical colleges shall be completed by November 30 and their lists will be sent to the PM&DC for registration.

The admitting authority shall determine the order of merit and may allow an institutional aptitude test which can have a maximum weightage of 25 per cent from within the entry test weightage.

Candidates who pass FSc or an equivalent examination obtaining 60 per cent marks in aggregate shall be eligible to take the entry test. In lieu of the entry test of the admission authority; overseas students need to submit SAT II examination score with a minimum of 550 marks in each of the three essential subjects, chemistry, biology and physics or mathematics.

Regulations 2010 allow no seats for the handicapped. However the Punjab chief minister has directed the UHS that handicapped students should be given admission on priority basis out of the 20 reserved seats for the disabled.

The private sector shall not charge more than Rs500,000 per annum per student. However, the amount excludes university fees, taxes, hostel fee, transport fee and a one-time admission fee.
