Of land: Even in capital, possession is nine-tenths of the law

CDA deletes 600 plots in Sector I-14; owners await balloting for re-allotment.

In 2007, Faheem Ahmad, 40, purchased a five-marla plot in Sector I-14 with a view to construct a home there.


After having the plot in his name, he started saving money to construct a single-storey house but that was not to be.

In 2013, when he had enough money to initiate construction work, the Capital Development Authority (CDA) informed him that his plot only exist on file and not on ground.

The plot was deleted after the CDA carried out re-planning of the sector, Ahmad who is a government servant and lives in a rented accommodation at Sector G-9 was told.

He is among 600 such affected owners whose plots were either deleted or allotted to more than one owner due to a faulty re-planning of the sector.



“To me, the CDA is a fake housing society which loot money from the citizens by showing plots on maps and later run away,” Ahmad said. He said he had been running from pillar to post for the last one year but in vein.


The city managers seem unwilling to resolve the issue and have sent a strong wave of distress among those who had invested their hard-earned money with a hope to own a house.

All such affected owners were promised time and again that they would be allotted an alternative plot in the same sector in lieu of their deleted plot.

Finally, after years of wait, in April 2014 the CDA announced to hold balloting for allotment of alternative plots to the affected people.



Only 90 plots were available whereas the number of claimant was 600. After much hue and cry, the CDA cancelled the balloting announcing that fresh balloting will be held after making available same number of plots as the affected persons.

The balloting, despite all promises is yet to take place.

The estate wing officials say it is the responsibility of the planning wing to carve out required number of new plots.

While, an official of planning wing said the wing had not created even a single plot yet.

The CDA member planning and design Waseem Ahmad Khan was not available for comment.
