Police officials said that the bomb was planted near the VIP gate of the training centre and that the building was the target of the bomb.
On receiving information about the bomb, police and Rangers personnel cordoned off the entire locality while the Hub River Road was also blocked for vehicular traffic and no one was allowed within one kilometre radius.
"The bomb was made by putting concrete in a huge drum," SHO Ayazuddin said. "If it had exploded, the bomb would have badly damaged the training centre and killed many," he added.
The bomb disposal squad managed to defuse the bomb on the third attempt. "The explosive device was difficult to defuse," a bomb disposal expert told The Express Tribune. "Finally, we managed to defuse it using three secondary devices."
Police officials said militants of a banned outfit might have been behind planting the bomb.
In February, at least 13 police commandoes were killed when a powerful bomb blast exploded outside the Police Training Centre, Razzakabad.
