Around 271 constables and Head Constables of the Sindh Police breathed a sigh of relief as their promotions to the post of assistant sub-inspector (ASI) were finally ratified by the provincial government five months after they passed the requisite tests.
"The competent authority, that is the Sindh chief minister, is pleased to approve the appointments of 271 candidates as ASIs in BS-09 as recommended by the SPSC," said Faisal Ahsan Pirzada, the home department's deputy secretary, in his letter to the Sindh IGP on April 28.
The 147 constables and head constables from Karachi, 64 from Hyderabad and 60 from Sukkur expect to receive their appointment orders within the next three working days. The approval comes five months after the commission had sent its recommendation to the 'competent authority' on November 26, 2013, vide letter No. PSC/SEC-I/2013/330.
After inviting applications on June 9, 2011, for recruitment on 274 vacant posts, the commission, on March 12 and March 13 last year, had conducted pre-interview written tests followed by interviews in October and November for those who had qualified the test.
"We were expecting to receive the appointment orders this year in January but, when it did not happen, we had almost lost hope," said a candidate, Muhammad Ishaq Lashari.
The disheartened 271 candidates had also approached the Sindh High Court through their counsel, Barrister Rafiq Ahmed Kalwar, seeking redress over infringement of their rights. The court had summoned the provincial chief secretary and additional inspector general of police for legal affairs for their comments on May 6.
The 'bureaucratic delays' were also not well-received by senior police officers. "This kind of dilly-dallying, especially in awarding promotions and compensation to the families of slain policemen, badly affects the spirit and dedication of our personnel," said an official, requesting not to be named.
