One of the most seasoned officers of the capital’s civic agency has been appointed as its board member for environment.
Mustafain Kazmi, known to some Capital Development Authority (CDA) officials as the CDA’s ‘darling’, is BS-20 CDA cadre officer who joined the authority in 1984.
During his 30-year career, he has previously served as the civic agency’s board member for administration and later for planning and design.
More notably, he is among a handful of CDA-cadre officers whose name has not popped up in the multitude of corruption inquiries into the body’s work.
Earlier, he had also served as the civic management DG, municipal administration deputy DG, and a number of other roles.
Outside of the CDA, Kazmi has also served on deputation as the Special Education and Social Welfare director general, capital administration and development ministry (now a division) joint secretary, National Trust for Disabled managing director, and labour ministry joint secretary.
His major achievements include development and conservation of Saidpur village, establishment of Melody Food Park, and more than 50 sports facilities including playgrounds, multipurpose sports centres, courts and weekly bazaars in sectors G-6 and H-9.
During his time with the enforcement wing, Kazmi was also credited with retrieving hundreds of acres of CDA land from land grabbers.
He also initiated work on the development of a “scientific sanitary landfill”, which was given a favourable environmental impact assessment report, but never materialised.
Kazmi holds a Masters in Mass Communication and a Bachelor of Law. He has also undergone training in public administration at Graduate School USA and in solid waste management in Japan.
