The Capital Development Authority on Monday claimed the PC-I of the delayed slaughterhouse project will be finalised by the end of this month, paving way for the initiation of work on it by the end of February.

A site covering over 20 acres in sector H-9/3 has already been earmarked for it by the civic body.

“Phase one of the project, involving finances of Rs60 million, will kick off by February 2014 and CDA has already allocated Rs50 million for the purpose,” CDA Member Administration Amer Ali Ahmad said.

Interestingly, the federal capital still lacks the facility of a slaughterhouse and, with time, the quality of meat sold in Islamabad’s market has gone drastically down to the annoyance of the citizens.

The project, according to Ali, got delayed owing to extraordinary targets --- including a huge building and costly equipment --- set by the former managements of the authority. “If we go by the previous plan, we’ll require billions of rupees,” he added.




However, it is not the first time the authority has come up with such a plan. A year back, the CDA board had examined the proposal of moving the site of slaughterhouse to H-9 from an earlier proposed site at sector G-10 as the latter site was planned to be auctioned, and the income from was suggested to be used for the construction of slaughterhouse at the former location.

Although the plot did get auctioned, the income received from it was not utilised for the project as promised.

Largely due to the expansive land area allocated for the project, it was also decided that besides the slaughterhouse, wholesale shops will also be constructed there. The board took a step forward and directed that design of the outlets be made as per CDA Rules and the sites be auctioned to interested vendors. It was also decided to invite bids for the project in accordance with the international competitive bidding rules.

All those plans ended up eating dust and the whereabouts of the funds received from the auction of the previous allocated site remain to be explained.

Ali however claims the situation will different this time and that the civic body will not tolerate a delay in the initiation of the project and will ensure a supply of healthy and hygienic meat to the residents of the capital.

“The CDA chairman will oversee arrangements and performance of the departments over the issue and the office bearers of the butchers association have also been asked to present their proposals to make the project a success.”
