Clearing the mess: Power tussle leads to bifurcation of CADD education wing

In a bid to defuse the ongoing tussle between top officials of the Capital Administration and Development Division (CADD), and clear the mess that has been hampering the division’s work, the Education Wing has been bifurcated to “distribute work among the officers”.


The power of an influential officer at CADD has been clipped and a grade 19 officer has been appointed to clear the administrative and financial mess at the Federal Directorate of Education (FDE).



According to a notification issued by the CADD, administrative function of the Education Wing will be looked after by an education adviser of the FDE, who will be assisted by two area education advisers (AEAs) and will directly report to senior joint secretary (SJS) education or additional secretary.

The wing’s technical function will be headed by two joint education advisers (JEAs), who will be assisted by one deputy education adviser and one AEA, while JEA Curriculum will be assisted by deputy education adviser and three education officers.

Both the wings will directly report all matters to the SJS or the additional secretary.

The decision will apparently clip powers of Joint Secretary Rafique Tahir, who used to look all issues related to the Education Wing.

Through another notification, Haji Akbar Chheena (BS-19 officer) has been appointed as director administration and finance in the FDE on deputation for three years.

Meanwhile, CADD secretary has ordered to constitute two committees to sort out issues including appointment of directors at the FDE in future.

The one committee comprising four persons-each from Higher Education Commission, Establishment Division, Quaid-i-Azam and CADD- will be formed for the selection of DG FDE in the future.

The other committee headed by DG FDE will comprise principals of schools and colleges, joint secretary or other senior officer from CADD who select directors to run affairs of the FDE. This committee would report selection of directors to the senior joint secretary (SJS) education.

An official at the CADD said that soon an advertisement will be published in the press seeking applications from interested candidates to fill positions of several directors at the FDE.

“The sole purpose of these committees will be to make the appointments of directors and DG FDE more transparent and merit-based in the future,” said a senior officer at the CADD.
