District administration: Ahmed Javed Qazi posted new DCO
Sadiq made Excise and Taxation DG; new commissioner to be posted soon.

The Punjab government has transferred District Coordination Officer (DCO) Nasim Sadiq and replaced him with Dr Ahmed Javed Qazi, formerly the additional home secretary.
According to a notification issued by the Services and General Administration Department (S&GAD), Sadiq has been posted director general (DG) of Excise and Taxation. Zulifqar Ahmed Ghumman, additional commissioner and formerly Excise and Taxation DG, has been posted Wildlife and Parks DG.
Sadiq’s removal from the post of DCO is linked to his poor working relationship with the former commissioner, Imdadullah Bosal, who was also removed from his post last Monday, said sources in the Civil Secretariat. An S&GAD official said that a new commissioner would be appointed in a couple of days.
Their differences largely stemmed from the rivalry between the federal and the provincial bureaucracies, said officials in both camps. Bosal is with the Pakistan Administrative Service (PAS), formerly known as the District Management Group, and Sadiq with the Provincial Civil Service (PCS).
Sadiq and Bosal were reported to have clashed on several issues, including the crackdown on electricity and gas theft, the campaign against dengue fever and the Ravi River Front City project, worth an estimated $10 billion (Rs1.06 trillion). This resulted in widespread confusion among subordinate officers, said officials.
As head of the district administration, Sadiq was the boss of bodies like the Lahore Development Authority, the Parks and Horticulture Authority and the Lahore Waste Management Company, all of which are led by PAS officers.
After the Punjab government removed Bosal on Monday, posting him as implementation secretary at the Chief Minister’s Secretariat, PAS officers put pressure on the provincial chief executive to also get rid of Sadiq, said the Civil Secretariat sources.
Qazi, the new DCO, is also a PAS cadre officer and has recently served as DCO of Mianwali and RY Khan. He, LDA Director General Ahad Khan Cheema and PHA DG Mian Shakeel are all in BS-19 on an acting charge basis. LWMC Managing Director Waseem Ajmal is in BS-19 on a regular charge. They are all PAS officials.
Some PCS officials said that the transfer of Sadiq, who had been posted DCO only on June 9, went against the Supreme Court verdict in the Anita Turab case. The apex court had observed that civil service appointments and transfers must be made in accordance with the law and the rules. When the tenure for a posting had been specified in the law or rules, it must be respected, except for compelling reasons to be recorded in writing and which would be judicially reviewable. Where there were no applicable rules and the matter was left to the discretion of an authority, that discretion must be exercised in a structured and transparent manner, the SC had observed.
LHC summons health officials
The Lahore High Court on Wednesday summoned three former health secretaries and a former director general and two directors of the Health Department in connection with an inquiry into the measles outbreak earlier this year.
The petitioner, Advocate Azhar Siddique, told the court that former chief secretary Javed Aslam had investigated the epidemic and recommended disciplinary action against former health secretaries Fawad Hassan Fawad, Jahanzeb Khan and Arif Nadeem, former health services director general Aslam Chaudhry and Expanded Programme on Immunisation Director Dr Arshad Iqbal Dar.
Siddique said that the chief minister had ordered that incumbent health DG Dr Tanvir Ahmed be suspended and disciplined, but he was still in the post. However, an additional advocate general told the court that this was not true, as Dr Ahmed had been suspended and proceedings had been initiated against him. The court summoned the officials for the next hearing on November 6.
