Committed to merit: New SHC CJ vows to carry on his predecessor’s legacy
Elimination of corruption is on the top priority in our agenda, says Justice Maqbool Baqar.

Determined to carry on the legacy of his predecessor, the new chief justice of Sindh High Court, Justice Maqbool Baqar, assured on Wednesday that the elevations, appointments and promotions of the judges would be made purely on merit.
He was addressing a full court reference arranged by the SHC Bar Association to welcome him following his elevation as the chief justice of the provincial high court.
Justice Baqar said throughout the history of the country the bar had persistently strived for the rule of law, civility and the restoration and strengthening of democracy in the country. The lawyers’ movement, which had contributed towards the revival of the Constitution and restoration of the judiciary, he said, had been acclaimed worldwide, adding that it did not have any parallel in the history.
“Let me, on this solemn occasion, assure the bar and the people of this province that I and my learned brother judges shall make their fullest endeavour to ensure justice in the province,” said the new chief justice.
In this regard, the first and foremost effort shall be towards the early and effective disposal of the cases to clear the backlog within the shortest possible time through effective case management system, he added.
“Elimination of corruption is also on the top priority in our agenda,” said Justice Baqar. He was of the opinion that the working of various branches in the high court at the principal seat as well as the circuit benches shall be streamlined so that the bottlenecks are removed and the lawyers and litigants do not face any difficulty and the work is done properly and swiftly.
“Let me also assure that the elevations, appointments and promotions of the judges shall be made purely on merit and after thorough security and with a view that our people need a judiciary which is sensitive and responsive to the problems and difficulties faced by them, and particularly by the underprivileged amongst them,” the CJ stated.
According to him, effective financial discipline shall be enforced so the available funds and resources are put to optimum use and benefit.
The chief justice assured that fullest efforts would be made to resolve the problems being faced by the members of the bar association. “The bench is fully aware of various problems and difficulties faced by the bar and the judicial officers, who are posted at different places in the province, and shall soon undertake measures to address the same in an effective manner.”
He, however, said it should be a joint endeavour of the bench and the bar to consolidate and strengthen the independence of judiciary and move forward under the fearless leadership of Chief Justice of Pakistan Iftikhar Muhammad Chaudhry. He expressed the confidence that the bar and bench would not hesitate in rendering any sacrifice in this regard.
