Teachers on deputation in the Islamabad Capital Territory are in a quandary over a notification ordering them to return to their parent institutions.


The notification, issued by the government last month, has panicked 2,887 teachers who want to stay at the Islamabad-based institutes they are currently with.

The notification came after the government noticed that a number of teachers were not performing their duties in far-off institutes and started applying for transfers to urban areas. Initially, temporary duties were given to teachers who faced genuine difficulties in reaching their school or college of origin and to those having spouses posted in Islamabad.


Elaborating on how abuse of the privilege has created problems, Bhara Kahu Area Education Officer Bashir Aarain told The Express Tribune that his area was facing shortage of over 400 teachers. “Those who are appointed as replacements work for meagre salaries or live off the college fund,” he said.

The situation is also problematic for institutions where most of the staff is on temporary duty. For instance, a number of teachers assigned to Federal Government School for Girls Sector G-6/1-3 fall in this category.

On a related note, on August 28, seven teachers at Islamabad Model College for Girls, Korang Town were forced to sign an undertaking to leave the college. One of them is from Quetta while the others are from different colleges in the city.

“It is in general, an encouraging and appreciable decision, but when two elephants fight, the grass that suffers,” said CADD Joint Secretary Rafique Tahir, referring to the rift between the FDE and CADD. He said they are still weighing the situation, but could not yet comment on the future course of action.

Meanwhile, FDE Administration Director Shahid Khan agreed that the situation is troublesome for those posted under the wedlock policy and for those assigned where new posts have not been created yet. He stressed on the need for a uniform policy which facilitates those with genuine needs.
