Camp jail: ‘Prisoner kept permanently shackled’

Petitioner asked the court to direct jail officials to refrain from placing him in handcuffs and shackles in prison.

An additional district and sessions judge has sought comments from the Camp Jail superintendent on a petition filed by a prisoner alleging that he is being kept permanently in handcuffs and shackles.  Muhammad Imran, alias Gogi, submitted that he had been sent to jail in a case under Sections 395 (dacoity) and 412 (receiving stolen property) of the Pakistan Penal Code registered at Tibbi City police station. He said that the jail authorities would not remove his handcuffs and shackles, which was illegal and amounted to harassment and torture. He asked the court to direct jail officials to refrain from placing him in handcuffs and shackles in prison.
