Illegal construction: LHC moved against resumption of work at Doongi Ground
Petitioner seeks contempt action over parking plaza.

A resident of Gulberg on Monday filed a petition in the Lahore High Court (LHC) requesting it to declare the construction work on Doongi Ground illegal and unconstitutional.
Faran Rafique Khan filed the petition through his Advocate Azhar Siddique.
Siddique told the court that the construction was being carried out without the regulator’s permission and approval.
He told the court that on September 16, 2011, a full bench of the LHC had ruled the conversion of Doongi Ground into an IMAX theatre illegal.
He said that the government and its departments were in violation of court orders as they had resumed construction.
He said a legal notice had been sent to the respondents on October 4, 2012 to restrain them from carrying out the construction.
He said that the respondents had ignored the notice and the petitioners had filed a contempt petition which was pending before Justice Nasir Saeed Sheikh.
He said that the respondents had then accelerated construction of a parking plaza at the site.
He alleged that the construction was not only in violation of the LHC judgment and pending proceedings of contempt but also lacked regulator’s approval and had been started without intimation to the residents of the area.
He said that the petitioner was never asked or contacted before the commencement of the said illegal construction.
He further said that there was no proper feasibility study that the respondents also had not obtained an NOC from the Environment Protection Department regarding the construction of a parking plaza in the basement of Doongi Ground.
