Kidnapping for ransom: Widow fears more retribution from suspects

Appeals for protection from kidnappers who abducted and later killed her husband.

A woman has appealed to the Chief Justice of Pakistan and the Inspector General of the Punjab Police for protection from the suspected kidnappers who had killed her husband after kidnapping for ransom. They had threatened her with dire consequences if she lodged an FIR against them.


Talking to The Express Tribune, Robeena Rafiq, a resident of Jand, Attock District and the widow of Muhammad Rafiq, said her husband was kidnapped on July 16, 2012 from a hotel in Jand.

“The kidnappers were local acquaintances of my husband. They threatened they would kill him if we lodged a report and demanded a ransom of Rs3 million,” she said. In order to secure his safe elease, she followed their instructions.

In a bid to quickly collect the money, she sold her jewellery and a plot worth Rs1.5 million. “After being released, Rafiq lodged an FIR which infuriated the kidnappers,” she said and added that they registered the FIR against Baz Khan, Bahadur Khan, Hasan Shah Bukhari, Noor Zaman, Sher Zaman, Noor Zaman and Sahib Khan.



Robeena said on February 7, someone knocked at the door of their house. “As soon as Rafiq opened the door, they (kidnappers) gunned him down on the spot and ran away.”

The police have since arrested Baz Khan, Bahadur Khan, Hasan Shah Bukhari and Sher Zaman and recovered the murder weapon, but Noor Zaman and Sahib Khan are still at large.


The fugitives, who according to Jand police, are hiding in Federally Administered Tribal areas (Fata) – have been pressurising the family to reach a settlement.

“They have hurled fake explosives at our house several times in order to scare us into a settlement, due to which we are regularly changing our locations,” she said.



Talking to The Express Tribune, Jand SHO Afzal Lasi said the fugitives Noor Zaman and Sahib Khan are also the main culprits in dozens of kidnapping for ransom and murder cases.

However, he expressed his inability to provide protection to the family as they are currently outside his jurisdiction.

“If they contacted us we would definitely assist them,” he said.

He said he has also submitted an application in court to declare the fugitives proclaimed offenders and for confiscation of their properties. “I hope the court will give a positive response.”

For protection, he said the family should file an application with the high court and also contact the police.
