PU inquiry: Dr Naz’s petition dismissed

Lahore High Court Chief Justice Umar Ata Bandial on Thursday dismissed a petition by a suspended Punjab University professor challenging an inquiry that had recommended that he be removed from service.


The petition had been filed by Dr Ahsan Akhtar Naz, former director of Institute of Communication Studies at the Punjab University.


In November 2011, an inquiry had been conducted against Dr Naz, Dr (retd) Mugheesuddin Sheikh, another former director of the Institute of Communication Studies, Dr Zaid Mahmood of the chemistry department and Dr Mahmoodul Hasan Arif of the Urdu Encyclopedia of Islam.

According to the show cause notices issued to Dr Naz and Dr Sheikh, the two were accused of misconduct; preparing fake award lists to favour four students. Dr Naz was also accused of violating PU rules by forming an illegal admission committee for 2009-2011 MPhil admissions.

Dr Naz, in his petition, had submitted that he had been given show-cause notices and proceeded against under the Punjab Employees Efficiency, Discipline and Accountability (Peeda) Act.

He said the law did not apply to PU employees. The act, he said, did not extend to educational, charitable or religious institutions but to provincial governmental and other bodies where the government had some monitory interest. The PU is run on grants from the Higher Education Commission and donations, said Dr Naz.
