Abuse of power: For thrashing bureaucrat, court orders FIR against MNA

A joint secretary moved the court after claiming the police did not register an FIR.

An Additional District and Session (ADS) judge on Tuesday ordered the Secretariat police to register a First Information Report (FIR) against a ruling party lawmaker in response to an application filed by a federal joint secretary.


ADSJ Raja Khurram Ali Khan passed the orders after Housing and Works Joint Secretary Sarwar Awan filed an application seeking the registration of an FIR against PPP Member National Assembly (MNA) Tariq Anis for allegedly assaulting him at his office on January 7.

Awan informed the court that Anis, the MNA from Narowal District, had demanded the allocation of Rs100 million for his constituency, which was refused. He reasoned that,  “Despite the limited power to allocate funds for development schemes, the lawmaker tried to force me to do so, and upon refusal, he thrashed me,” maintained Sarwar Anwan.

He contended that Anis had managed to get a development scheme approved for his constituency, but it was rejected by the Development Working Party on December 20 last year as the party cannot approve projects exceeding Rs50 million.




He maintained that he approached the Secretariat police over the MNA’s actions, and it was only after the police refused to take action that he approached the court.

Meanwhile, an assistant sub inspector from the Secretariat police told the court that the FIR was not registered because the complainant had withdrawn his application.

The court directed the police to register the FIR and submit a report. Court was then adjourned till a date to be set by the registrar.

When contacted by The Express Tribune after the hearing, Secretariat Police Station House Officer (SHO) Qaiser Gilani said that he had been busy all day with the long march and claimed to be unaware of any court orders. “I have not checked my mail yet due to the long march, however, an FIR will definitely be registered against the MNA if the court has directed us to,” he assured.
