Following the Pakistan Muslim League-Nawaz’s (PML-N) exceptionally strong showing in eight by-polls in Punjab, the man especially brought in to deliver a coup de grace for the ruling Pakistan Peoples Party (PPP) in the province has lashed out against the Election Commission of Pakistan (ECP).
Terming Tuesday’s by-polls an example of pre-poll rigging, PPP Punjab President Mian Manzoor Wattoo on Thursday rejected the outcome, saying it raised doubts over the performance of the independent election commission.
Eight by-polls were held in Punjab (and one in Sindh) for nine seats vacated by lawmakers who resigned due to their dual nationalities.
Addressing a press conference on Thursday, Wattoo claimed that the judicial officers, who had managed the elections in the past, were stopped by the judiciary and the Punjab government this time. These judicial officers were replaced by the ECP’s returning officers, while the provincial government appointed presiding officers from the education, local government and revenue departments, Wattoo said.
He went on to claim that the presiding officers were approached by ministers and high-ups of their concerned departments to give ballot papers to PML-N candidates before the polling began.
Turn-out controversy
Wattoo said that, in the past, a low turnout had been witnessed in the by-elections; this time, however, the turnout surpassed that of general elections.
In the general elections, a high turn-out is experienced only because candidates for national and provincial assembly seats bring voters to polling stations, Watto said. In by-elections, on the other hand, only contenders of one seat, be it provincial or national, bring voters to polling stations. Hence, the low turnout.
He said that, in the recent by-polls, particularly in Punjab, a 20% turnout was witnessed from 9am to 3pm, which increased to 50% in the last hour. He said that this raises questions over the provincial government’s claims of transparency during the by-polls.
Wattoo maintained that the Punjab police arrested PPP candidate Raja Amir’s supporter Chaudhry Ansar Iqbal from PP-129 Sialkot, a day before the polling in the constituency, in this regard.
He said that, although there is no chance of holding general elections under the judiciary, if polls do take place under the watch of judicial officers, the Punjab government would not succeed in rigging the elections.
He said that Parliament has rendered the ECP an independent body; however, the PML-N’s cheap tactics have ‘destroyed’ it.
It is the ECP’s responsibility to avoid such a situation from resurfacing during the general elections, Wattoo maintained. He urged the Supreme Court to take notice of the violation of code of conduct in the recent by-polls, saying that, if it can take a suo moto notice against the Wahida Shah case, it should do the same with the by-polls.

A vote for PTI would be a vote for PPP
Moany Wattoo is crying. His 'magic actions' in punjab for which he was given the task, didn't work. People Party shouldn't trust and depend on him for magic actions. His role as chief minister of Punjab during Benazir Bhutto's Prime Ministership should be kept in view.
The only way forward for PPP is to get another NRO.
By election turnout higher then general election turnout? Who are PMLN trying to fool? :) Typical PMLN....can't do anything honestly :)
PMLN will suffer greatly in general elections when they don't have the support of govt machinery and patwaris.

*Article Correction: Punjab police arrested PMLQ's candidate Chaudhry Ansar Iqbal's supporter Raja Amir from PP-129 Sialkot, a day before the polling in the constituency, in this regard.
It was not an arrest, Police kidnapped him at 5am and was taken to an unknown location. Later in the evening, DIG assured that Raja Amir will be back early morning of the 4th april.
In 2007 general elections, turnaround was about 60,000. This time total votes casted are 89,000 (turnaround 60%). 55,000 to PML-N candidate and 34,000 to PML-Q candidate. The surprise is, until 3pm PML-Q was winning and at 5pm PML-N candidate leads with 21,000 votes. How? Punjab government sent teams (pre-planned) to rig the by-polls and they managed to succeed.
PML-N used state resources and violated the code of conduct laid down by the Election Commission of Pakistan (ECP), which included aerial firing and physical violence against rivals in some constituencies, it must be conceded that the by-polls passed relatively peacefully. However, the display of arms in Punjab and the instances of code violations are cause for concern and a big challenge for the ECP and its recently appointed Chief, Justice (retd) Fakhruddin G Ebrahim. The ECP has stated all such incidents will be investigated and be dealt with. This is critical if confidence in the conduct of the coming general elections is not to suffer erosion. ECP must investigate the traditional weapons of patronage that PML-N used in elections.

How PPP Govt manipulated administration in Sindh for by-election is also eye-opener. They used all Govt machinery to win votes in PS-21 election in Sindh. What PPP does in Sindh is fairer but it opposes the same in Punjab. The takeaway from current by-elections is that in addition to neutral ECP, that care-taker govt MUST BE neutral and bi-partisan otherwise they will also indulge into taking sides which will ruin elections and stability of Pakistan.
This was just a trailer. In general election only Imran can save PPP from total elimination.
If you have proof of rigging, bring it forward for the world to see so that the culprits can be punished. If not, stop whining about your loss.
