Building fire: Court wants to know why the young man was not rescued

SHC orders civic agencies’ officials to file comments by Dec 3.

KARACHI: The death of a young man who, in an attempt to escape, fell down from the burning building of State Life insurance company, has led the Sindh High Court (SHC) to believe that the city administration always fails to respond timely to emergencies.

The court issued notices on Friday to the Sindh chief secretary, Karachi Metropolitan Corporation, the city’s chief fire officer and the civil defence department to explain why the man was not rescued.

Nadeem Shaikh, a lawyer, had requested the Sindh High Court chief justice to take notice of the incident. The man kept on hanging outside the burning building for 10 to 15 minutes before he fell down and later succumbed to his wounds, he stated in his plea.

“Staff of fire brigade and civil defence was present at the scene. They didn’t bother to rescue the man by using a snorkel or a jumping-sheet to save his life. Instead they kept on watching like silent spectators,” Shaikh stated.

Recalling that recently over 250 people were burnt alive in a tragic fire in Baldia Town due to negligence of government departments, the applicant appealed to the court to seek explanation from the departments, particularly the fire brigade, as to why they did not rescue the youth.

A lawyer

Taking suo motu notice on the plea, Sindh High Court Chief Justice Mushir Alam asked the respondents to file their replies by December 3.

Request to file murder case

Alleging that the man’s death was due to negligence of civic agencies and the building’s security in-charge, a lawyer has asked the police to register a murder case against the authorities.

Advocate Javed Chhatari filed an application with the Artillery Maidan police on Friday, requesting registration of a case under Section 322 (murder without motive) of the Pakistan Penal Code.

The applicant wants the case to be registered against the Karachi Electricity Supply Company managing director, fire fighting in-charge, civil defence deputy director and the State Life building’s security in-charge.
