Pro-government Bugti tribesmen were paid Rs89 million from Baitulmaal funds when former president General (retd) Pervez Musharraf launched a military offensive against Nawab Akbar Bugti, an audit report revealed on Tuesday.
The expenses were incurred from 2003 to 2006 and camouflaged under the administrative budget of the Baitulmaal - a welfare organisation that provides assistance to the needy, according to the audit report presented at a Public Accounts Committee (PAC) meeting.
Despite raising objections over the use of taxpayer money and that too out of the Baitulmaal budget, the PAC condoned the expenses and settled the audit objection.
Nawab Bugti was killed in a military operation in August 2006, which fanned the insurgency in Balochistan.
The deputy managing director of Baitulmaal told the PAC that the previous government had paid the tribes opposed to Nawaz Bugti in five districts of Punjab, Rahim Yar Khan, Rajanpur, Dera Ghazi Khan, Multan and Muzaffargarh. He said every tribesman was paid Rs300 as a monthly stipend for a period of three years, but the practice was discontinued after the present government came into power. He said these clans helped the military to launch its operation against Nawab Bugti.

In an unrelated report, PAC’s audit department told the committee that the Presidency had spent Rs8.7 million to repair the Mercedes Benz of former prime minister Shaukat Aziz, which was damaged during a suicide attack on the former premier.
The PAC directed that if a record for verifying expenses was not produced in seven days, then the responsibility should be fixed against the officials who were hindering the work of the audit department.
In another disclosure, the audit department revealed that former interim prime minister Mohammadmian Soomro sanctioned a contingency grant of Rs748,612 to compensate an official accused of corruption, who caused around Rs4 million loss to the national exchequer.

Zakat is not paid to the government, it is paid to the poor. You're clearly a non-Muslim Indian who's likely never been to Balochistan or KP unless on a RAW trip.
This report suggests the same situation when my boss turned against me and when he found nothing, I was given a warning letter just because I had mistakenly continued my logbook from two months back instead of preceding month. Good work the tooth less tiger, PAC!

exactly my line of thinking. president musharraf has become a bogeyman to score political points. the administration has not found any corruption cases against him so he gets implicated in false trumped up charges that come out of left field. expect to see a lot more of these as he decides when to return inshAllah.
was this Rs 300 per person per month was actually given to tribals or it was simply given to rival chief?
To my knowledge, a considerable number of people migrated to adjoining Punjab and Sindh districts to escape torture and revenge by Immediate family of Nawab Saheb. Majority of those migrants comprised of Bugti-sub-tribes. The government of the time provided stipend to these dis-placed. When they returned to their home-cities later, they were paid allowances for house-hold to re-establish. Some portion of these funds might has been mis-used, as is the usual case in handling public funds.
Good to see corruption during military regime exposed. A befitting response to those who keep shouting about corruption of the civilian government...

Yaa everybody realises now, there is peace in Balochistan and everybody is happy living their life in full satisfaction and no fear among people, particularly after taking such initiatives for national interest.

I didn't understand the wrong in it. Stipends were paid to Bugti tribesmen who had been expelled from their lands by Akbar Khan (Nawaz Sharif might still remember it). They had no livelihood, no income, no security, isn't that, what Baitul Maal is for, to help the needy??
Musharaff was not bad for Pakistan, whatever he did it was in good faith and good for country, LONG LIVE MUSHARAFF.

Well not fair compensation at all. Presidency should have brought a new Mercedes Benz for Mr. Shortcut Aziz.
There's nothing wrong with winning people over on your side to fight your wars. It's like a regional proxy war. And I disagree with most of what Zaid Hamid says but a bunch of commanders who had Nawab Bugti in a corner would never blow up the cave and kill themselves, why would they even shoot him when they had pretty much captured him. His theory that Bugti commited suicide is far more likely considering Bugti was a man of pride anyway.
Im getting the impression the PAC is only being allowed to investigate past mismanagement of funds. What about the gross mismanagement done in the last 5 years? I have a feeling we will find out when the present governemt is voted out.
So that's it really, PAC has been reduced to a toothless tiger, all it can do is act as a personal tool for the parliamentarians to either divert attention away from current issues or to be used against the judiciary for sensless audits.
