Police officers filed the hefty document to a local court accusing Sayed Zabiuddin Ansari, who was arrested in June, of being a key planner, Joint Commissioner of Police Himanshu Roy told AFP.
"It's been sent," he said, without giving details. He told the Press Trust of India news agency that the chargesheet, at more than 14,600 pages, includes names of 1,783 witnesses and 47 others wanted in connection with the attacks.
Ansari, also known as Abu Hamza or Abu Jundal, is an Indian-born member of the Pakistani militant group Lashkar-e-Taiba. He was detained at Delhi international airport on June 21 when he arrived from the Middle East.
He was allegedly one of the handlers based in the Pakistani city Karachi, who issued instructions by telephone to the 10 Islamist gunmen during the November 2008 attacks.
The heavily armed gunmen stormed targets in Mumbai including luxury hotels, a Jewish centre, a hospital and a busy train station.
Ansari, 30, is accused of teaching Hindi to the gunmen, including Pakistani-born Mohammed Kasab, the lone survivor now awaiting the death penalty for his role.
Delhi police also filed a chargesheet last month accusing Ansari of involvement in terror activities across India to avenge "atrocities" against Muslims, the PTI reported.
That chargesheet said he had admitted his involvement in the Mumbai attacks during questioning.
India blames Lashkar-e-Taiba for training, equipping and financing the Mumbai gunmen with support from "elements" in the Pakistan military.
Pakistan has admitted that the attacks were planned partly on its soil, but denies any official involvement. It charged seven alleged plotters behind the attacks in 2009 but has insisted more evidence is needed to convict them.

Couple of key differences:
Samjhauta express happened on Indian soil by Indians and Pakistan has no locus standii. 26/11 happened on Indian soil by Pakistani people , India did not ask Pakistan to find proof related to Samjhauta express for a crime planned in India as an excuse to let the crimilas remain free. India investigated the crime and both Colonel Purohit and Sadhavi Pragya have been in jail for quite some time now. Will Pakistan follow Indian lead, investigate the terror plot which happned on its soil and prosecute the responsible people the way India did?Let us appreciate the hard work done by the investigating agencies for unearthing the truth.

If the attack was planned on PAkistani soil, would a lot of the evidence not be available in Pakistan? Whose job is it to go after that evidence? Surely India cannot provide that evidence? India has provided t a lot of things including voice samples and testimony from Kasab, Abu Hamza, Daood Gilani and so on. The information was enough to convince KSA of Abu HAmza's extradition. PAkistan on the other hand will not be convinced no matter what because it chooses to deflect the issue.It thinks that like many times in the pass, it will simply push the gullible politicians to overlook this incident. Well it almost succeeded in 2009 in Sharm-el-Sheikh but Indian citizens are not going to let this go. This is seared in our memory.

HE did not "arrive" from middle east. HE was extradited from Saudi Arabia where he was living as a Pakistani citizen. It is only after convincing Saudi Arabia of the chargesheet against Abu Hamza that the KSA government (with whom India has no extradition agreement) he was sent to India. This extradition was despite all efforts by Pakistani establishment to stop extradition claiming him to be a Pakistani citizen.
