Legal trouble: Ordinance granting SMC university status lapses

The legal status of the newly designated Jinnah Sindh Medical University of Health Sciences is, once again, in doubt. The ordinance that upgraded the Sindh Medical College (SMC) to a university expired on August 30. However, the university appears to be going ahead with its admissions process for the year.


A meeting was organised at Chief Minister House on Monday to discuss the issues faced by the new university.

The ordinance was passed on June 1, but its bill was not passed by the provincial assembly during a 90-day period. However, the university’s vice chancellor, Prof Tariq Rafi, appeared confident that the ordinance would be validated once again. “The bill will be tabled in the assembly very soon, and it will be dated in retrospect from August 31.” While addressing concerns about the admissions process, he said, “We have the governor, chief minister and the law minister on board on the issue, and are about to tabling the bill with the amendments”.

Dr Qaiser Sajjad, who is the trustee of the SMC Alumni Association, said that the bill missed the 90-day deadline because the government occupied with its own priorities.
