Khyber College of Dentistry: Unqualified professionals promoted, says report
PMDC says only those with post-doctoral degrees are eligible.

Surgeons and professors at the Khyber College of Dentistry (KCD) have been promoted in violation of rules set by the Pakistan Medical and Dental Council (PMDC).
A report on educational standards and irregularities published by Prosthodontics Department head Fazal Ghani says that the college is not only deficient in quality services, but the teaching faculty is not up to mark. KCD is Pakistan’s largest public sector dental education centre and the largest dental care institution in Khyber-Pakhtunkhwa.
The report added that senior teaching positions were held by ineligible and academically unqualified, including its principal, Dr Shamim Akhtar. Further, it criticised the faculty saying that many professors had gained their positions by unfair means.
Dr Akhtar, Dr Qiamuddin and Muhammad Saleem are three faculty members ineligible for the promotions to professors since they hold only MSc’s and the PMDC states only candidates with either a DSc, PhD, MDS or FCPS can be promoted. No one with minor postgraduate qualification is eligible for professorship.
The report claimed that the appointments of these professors were made in the super-specialised fields of Oral Cancer and Oral Trauma without relevant qualifications. Two doctors allegedly further manipulated the system to gain their promotions for the posts of professor of dentistry instead of their designated specialties. These acts have all been documented.
Dr Akhtar, while talking to The Express Tribune, said that on the time of selection there were no specialists in her field and claimed she was the sole candidate for the post. She also said that she had completed all related courses to make her eligible for this post.
Muhammad Saleem, Dr Akhtar’s husband, was also promoted to the post of professorship with only an MSc.
