The Demographics Unit is at the heart of a police spying program, built with help from the CIA, which assembled databases on where Muslims lived, shopped, worked and prayed.
According to an AP report, police infiltrated Muslim student groups, put informants in mosques, monitored sermons and catalogued every Muslim in New York who adopted new, Americanized surnames.
Police hoped the Demographics Unit would serve as an early warning system for terrorism. But in a June 28 deposition as part of a long standing federal civil rights case, Assistant Chief Thomas Galati, the commanding officer of the NYPD Intelligence Division, said none of the conversations the officers overheard ever led to a case.
"Related to Demographics," Galati testified that information that has come in "has not commenced an investigation."
Urdu equals terrorism?
Galati said police were allowed to collect that information because the men spoke Urdu, a fact that could help police find potential terrorists in the future.
"I'm seeing Urdu. I'm seeing them identify the individuals involved in that are Pakistani," Galati explained. "I'm using that information for me to determine that this would be a kind of place that a terrorist would be comfortable in."
He added, "Most Urdu speakers from that region would be of concern, so that's why it's important to me."
About 15 million Pakistanis and 60 million Indians speak Urdu. Along with English, it is one of the national languages of Pakistan.
Poll: New York police have pro-white bias
A majority of New Yorkers believe the city's police department is biased against blacks and Hispanics and in favor of whites, according to a poll Tuesday reported by AFP.
The New York Times poll found that 59 percent see the NYPD favoring whites, while only 27 percent think police treat all fairly.
The most critical view came from black respondents, 77 percent of whom thought that whites were favored by police. Among Hispanics, 68 percent saw the police as biased in favor of whites.
However, among whites, there was an almost even split of 43-41 percent, only the slight majority accusing the police of bias.
Recruitment to the NYPD has created a force that increasingly resembles the city's ethnic make-up. However, upper ranks remain white-dominated and policies such as the stop-and-frisk tactic, which is concentrated in black and Hispanic neighborhoods, continue to cause tension.
In the poll, 48 percent of respondents thought stop and frisk, which is meant to get illegal guns off the streets, was acceptable, while 45 percent said it was excessive.
However, among blacks, those numbers were 35 to 56 percent, while among whites they were reversed to 55-39.

What is the point in complaining? Does the NYPD have no rightto investigate whomsoever they consider a threat? Instead of complaining and whining about what other governments are doing, look homeward and see what your own government is doing. And the political parties and the thekedars of religion. Is all quiet in Pakistan? Think about it, and do something about targeted political, sectarian and ethnic killings. And the bhatta khori, and petty crime as well as kidnappings for ransom. This is what we must be concerned about. NYPD will continue to do what it wants to do, "not all your tears or wit, will induce it to cancel half a line." And to conclude, Pakistanis will keep lining up at the American embassy to get visas, despite all their complaints against Uncle Sam! And the Pakistani government will keep issuing visas to US agents. Ever thought of that?

@BlackJack: Agreed. I think it is unfortunate that in India the language "Hindustani" got more inclined towards Sanskrit and in Pakistan towards Persian. Otherwise besides script there is not much difference between the two languages of Hindi and Urdu. They can safely count all north Indians (at least 600 millions) as Urdu / Hindi speakers. Singling out people from subcontinent (Urdu speakers) is very unfortunate and reflects lack of understanding of the culture and civilization of subcontinent among the Americans.Accepted that the Pakistanis are blowing up each other and also there were cases in India (Ajamal Kasab) where the terrorists were linked to Pakistan. NYPD has every right to spy anyone if their Law permits. The Urdu speakers are more chased and spied by their own Spy Agencies. Stop complaining about NYPD. May be because of this and fear of being listened, their country is yet safe from another 9/11.

Being a Pakistani emigrant living in the US I would report without hesitation any person to the FBI who I thought was suspect. Lots of Pakistanis have come to the US to escape what is happening back home. As a minority Shia living in the US I feel much more at peace and safe than when I was back home. I encourage all law-abiding Pakistanis to show our loyalty to our new homeland by reporting any miscreants we find.

Sindhi speaking people are secular, peace loving and tolerant community in region, thanks to Sufi tolerant ideology.
While its true that Pakistan is considered an origin linked to many global terrorists, they all do not primarily speak 'Urdu', such as Somali, Central Asian, North African and Middle Eastern Arabs. Even Pakistani origin citizens do not necessarily speak Urdu, and may speak English or other mother tongue dialects such as Punjabi, Pashtun, Balochi, etc.
Unfortunately because of guys like Faisal Shehzad, Jubair Ahmed, David Headley and countless other Birtish, American, Canadian and other European or overseas born Pakistanis who've been involved or caught, such surveillances are happening.
The police are better off and should be engaging with the community and community leaders, focusing against ideology that way.
And this is a country which teaches lesson of human rights, tolerance and no discrimination.
Pakistan is a country which has been put on danger list by almost everyone because majority of dangerous plots have been planned here.
The Pakistanis both educated and uneducated consider it their duty to deny everything.
The way we treat our minorities, do we even have a right to demand justice in the US?

I am pretty sure more than 15 million Pakistanis speak Urdu.. I mean Karachi alone has 15 million people and 99% of them speak fluent Urdu.. It is only in remote places of all provinces Urdu is not spoken and understood.. I would say of the 180 million Pakistanis.. around 140 million can converse in Urdu quite fluently..
One never knows, when it will come ! So best to be safe than sorry ! If they don't like it then its their choice to live elsewhere, as no one is holding them back ! But from past experiance in UK , we don't blame NYPD with being careful ! We have enough muppets with their ideas about Jihad wanting to do damage here in UK at present !

So much for the soft power of Pakistan. Intelligence does not mean leads to prosecution. It means preventive action. Start putting heat on the target by extra policing or aggressive ticketing till that person realizes that he is USA and not Pakistan and backs off.

Moreover, despite the terrorists connection and training in Pakistan there has not been a single fake case lodged against Pakistani Urdu speaking people in the US. Even though many people here bitterly criticize the US policies especially in the Mideast, but the freedom of speech is never taken against them as a crime. How many fake cases and police encounters are plotted in our country? Not only that but the police chief has to come out even in a lower court and tell the truth not like the presence of OBL or killings in Baluchistan where the people responsible are never brought to the court or exposed. Why is this surprising when most of the terrorism in the world have a connection with Pakistan? All the world's top Islamic terrorists have been caught in Pakistan including Osama bin Laden. The NYPD, CIA and the FBI have a duty to protect America from future terror threats. Let's not forget that dozens of Pakistanis have been convicted of terrorism in north America since 9/11. So, it is not just paranoia.
Tot ba tot: you forgot to mention the Times Square Bomber. He was a Pakistani and spoke Urdu. And was American, and college educated. It is a fact the cancer of militancy has now spread widely among us. And it has to be dealt with a combination of diet and surgery. As someone who lives in the US, I have no problem if the police spies on our community. The risks were high earlier, and frankly it put my mind to rest that they were infiltrating the community (I dont trust many of the jokers in our community). Now that you find the spying program did not get you much, then tone it down. I would rather they spy and find the nasties, than they not, and one nasty to slip through and cause a problem for all of us.
Well the good thing is that they themselves are realizing that this was a wrong move. Hopefully, this finding will help in reducing suspicions towards Muslim community in the general public as well.

How would they differentiate between colloquial Hindi and Urdu? Of course, the paranoia about Urdu is probably more to do with Pakistan's reputation than any illegal activities of Pakistanis in the US.

That means that all official documents have to be in English but English is not part of our national identity. Pakistan has only one national language which is Urdu.
