Runaway murder suspect: Doctors to investigate whether proper procedures were followed
Allegations of rule violations by senior DHQ staff pushed the move.

A three-member committee of doctors will investigate whether it was medically necessary to admit murder-accused, Ruhullah, in District Headquarters Hospital (DHQ), from where he managed to escape.
Rawalpindi Medical College (RMC) Principal Mussadiq Khan, in his role as head of RMC’s allied teaching hospitals which include DHQ, on Tuesday constituted a three-member committee, comprising Professor of Medicine Dr Shoaib Shafi, Associate Professor of Pathology Dr Mobina Dhodi and Additional Medical Superintendent Dr Bashir Malik, all of whom work at Benazir Bhutto Hospital (BBH). They will decide whether proper procedure was followed before admitting Ruhullah, who stood accused of involvement in the murder of a former K-P attorney general.
The committee will examine the procedures followed while admitting the prisoner on July 16, 2012 after he was referred by jail doctors with complaints of liver problems.
The team will submit a detailed inquiry report to the principal on Wednesday.
The committee was constituted following the reports that proper procedure was not followed when Ruhullah was admitted in DHQ. The day he escaped, doctors at DHQ said that the process of arranging a medical board to get approval for the admission of a prisoner, which is a procedural requirement, was not followed.
According to the doctors, no such notification had been issued by DHQ Medical Superintendent (MS) Dr Sher Ali Niazi. The board, if made, would have comprised the MS himself, a doctor specialising in the prisoner’s ailment, and a senior doctor.
The doctors also questioned the authenticity of the PCR test carried out on Ruhullah to determine if he was suffering from hepatitis. Meanwhile, Rawalpindi police officials were surprised why a prisoner of the Islamabad police was being treated in Rawalpindi.
MS Dr Sher Ali Niazi said it was not uncommon to have an Islamabad police prisoner admitted to DHQ instead of Pims.
