Civic facilities: Flat parking rates set to return

The city district government (CDGL) has decided to revert to a flat parking rate and abolish the hourly fee at its stands, The Express Tribune has learnt.
Around 200 parking stands are operating in the city under the CDGL control. There are over 400 parking stands operated by private businesses. The public facilities (PF) district officer has been charged with monitoring parking stands.
Parking rates had been set at Rs10 per hour for three hours and Rs5 per hour for each subsequent hour for cars and Rs5 per hour for motorcycles.
Flat parking rates shall be set at Rs20 for cars and Rs10 for motorcycles.
Fahad Anees, the PF district officer, told The Express Tribune that only a few of the 200 official parking stands were charging the rates set by the city government. He said this was why the government had decided to revert to flat rates. “Flat rates are better understood by the parking users as well as the contractors,” he said.
He said DCO Noorul Amin Mengal had agreed to the proposal. “Once he signs the proposal, the local government secretary will issue the notification,” Anees said.
The reserve prices for the auction of parking stands leases will also be increased and contractors will be required to submit security deposit, he said.
He said his office is trying to address the issue of parking stands operating without a CDGL permit. He said the government had approved 367 parking stands in the city but 160 of these were operating outside official regulation. “We will be sending teams to check up on these ‘closed’ parking stands,” he said.
He said some of these parking stands had been established on roads and represented traffic hazards.
Anees said no immediate action against parking stands outside CDGL jurisdiction was planned considering his office did not have enough enforcement staff. He said the issue will be resolved the by Lahore Parking Company which will be established within three months.
Sabir Jutt, sub-contractor of The Mall and Main Boulevard parking stands, said he appreciated the decision to revert to flat parking rates. He said they had told CDGL officials that the hourly parking rates were not implementable. “No car owner pays Rs40 for parking for five hours,” he said.
