Cadet College Hassanabdal: Teachers challenge contractual appointments
Say their promotions were denied against the college rules.

Recent appointments at the well-known Hassanabdal Cadet College were challenged by the college’s existing teachers in court on Thursday. They told the Lahore High Court (LHC) that 18 teachers in grade 17 have been affected by the induction of two teachers in grade 18 on contracts.
Muhammad Zaheer Hussain, along with eight other teachers, filed the petition through advocate Sheikh Ahsanud Din in Rawalpindi Bench of the LHC.
The petitioners named Punjab governor, chairman executive committee of the college, principal and the two teachers recently hired in their petition. They appealed to the court to declare the appointments against the college rules.
Saeed Mirza was inducted in January last year while Naeem Munsif was inducted in August, the petitioners said. When it became clear that the appointments denied promotions to the masters in grade 17, they filed applications to the principal to reconsider the hiring. He did nothing, the petition said.
The teachers then file an application representation to chairman executive committee of board of governors and again to the governor Punjab, but got no response, the petition said.
According to the college rules, until 2009 all regular appointments were made in grade 17, with promotions to be made solely from the existing grade-17 masters. But in 2009 the executive committee (EC) altered the rules and introduced the policy of contractual hiring. The EC also decided that contractual appointments will not affect the seniority and promotions of the regular staff, the petition said. Their case is likely to be heard next week.
