Thus the international community has been rocked by Pakistan’s decision to boycott the Bonn conference on Afghanistan’s future, due to be held in the German city next week, in protest against Saturday’s Nato air raids on Pakistani border posts that killed two dozen troops.
The decision was taken at a cabinet meeting chaired by Prime Minister Yousaf Raza Gilani in Lahore. Other pressing topics which would normally have been discussed, such as the energy crisis, were swept aside as the question of how to react to the air strikes dominated the agenda.
At home, the prime minister will summon a joint session of parliament to debate the issue, after recommendations from the parliamentary committee on national security.
Before then, however, the fallout could have caused further diplomatic strain. A prominent member of the cabinet told The Express Tribune that the premier would make a ground-breaking announcement on Pakistan’s relationship with the US in the ‘war on terror’ within the next few days. He said that the news would ‘comfort’ Pakistanis, though he was reluctant to divulge more information.
Another minister, who asked not to be named, told The Express Tribune that the cabinet had a heated debate on why the Pakistan Army had not reacted to the air strikes. The minister said the prime minister informed the cabinet that the military operated on the directives of the government.
Foreign Minister Hina Rabbani Khar briefed the cabinet about the incident and the diplomatic efforts being made to highlight the violation of Pakistan’s territorial sovereignty. The cabinet agreed that unilateral actions, like the Abbottabad raid which killed Osama bin Laden and the cross-border Nato air raid, were unacceptable.
Gilani also informed the cabinet about the decisions of the defence committee of the cabinet (DCC). He reiterated that Pakistan would never compromise its sovereignty and territorial integrity.
Cabinet takes forceful stance
After much debate, the cabinet made some formal decisions and statements, which were released to the media. Firstly, that it reaffirmed Pakistan’s support for stability and peace in Afghanistan – and that it hoped the Bonn conference would further this goal, despite Pakistan’s non-attendance due to “developments and prevailing circumstances”.
The cabinet also officially condemned the Nato air strikes and termed them an “assault on the sovereignty of Pakistan”. Furthermore, it endorsed the stance taken by the DCC, which includes closing Nato supply routes, ordering the US to leave the Shamsi Airbase, and reviewing Pakistan’s ties with the US-led coalition in general.
The cabinet also asked the international community to acknowledge that the air raids violated the UN charter and international law, with possibly grave repercussions for regional peace and security.
Pakistan is calculating shift in US relations
Federal Minister for Information Firdous Ashiq Awan said the country’s boycott would send a message to the world: that Pakistan could not participate in a conference aimed at protecting Afghanistan’s sovereignty while its own sovereignty was being breached and tarnished. She added that the decision not to attend the Bonn conference has laid the foundations for a shift in policy on the country’s relations with the US.
She said that the prime minister has asked Finance Minister Hafeez Sheikh to submit a report on the likely repercussions of Pakistan changing its approach to the US.
Rehman Malik denies UAE airbase story
Interior Minister Rehman Malik confirmed that notices have been sent for the US to vacate the Shamsi Airbase, while denying reports that the UAE has requested Pakistan not to shut it down.
Malik told the media at Lahore airport that the government has responded “courageously” to the US over the issue.
Karzai tries to make Pakistan change its mind
Afghan President Hamid Karzai called Prime Minister Gilani and asked him to reconsider the decision to boycott the Bonn conference. Karzai also condoled with Gilani over the death of Pakistani soldiers.
Gilani said Pakistan remained committed to helping restore stability in Afghanistan, but also expressed regrets that Afghan soil was used to attack Pakistan by Nato forces. German Chancellor Angela Merkel said that she was “very sorry” about Pakistan’s decision. She said Germany would still “see what could be done to change” Islamabad’s mind.

The attack on Pak soldiers was a deliberate attempt to keep Pakistan away from tne Bonn conference . The decision of Pak govt. is not in the interest of Pakistan as it will increase the moral of terrorists to increase attack on ISAF and that will give them excuse to stay for long period in Afghaistan .

I think Pakistan should attend Bonn. At the end of the day we want US & Nato forces out of Afghanistan and end this Joke of a war. The supply routes should remain blocked till NATO,UN, OIC,ISAF dont give written Guarantees that such acts of violation will not occur in the future and are not acceptable under any circumstances. Pakistan should not fall into this trap set for it by boycotting the Bonn conference. To be completely sidelined and left out of the Afghan peace process will be a disaster. As it is the World knows that the Afghan Taliban are finding refuge in the country. To be seen globally as protector of Taliban and refuge of terrorists is a scar the nation cannot erase. Pragmatism should be preferred to confrontation. The US can find alternate routes even though uneconomical ones but Pakistan cannot survive without financial Aid. So called friends like China will give verbal support but no money.

A good decision. I am the staunchest critic of the govt but on this one I fully support the govt. The whole nation is united. Stand up to Nato and its puppet in Afghanistan until all our demands are met. The attackers are punished. Pakistan is given the nuclear deal like India. The $60 billion damage to economy is reimbursed. All CIA/Drone bases in the country vacated.

Boycotting an event which is suppose to resolve conflict isn't very wise -- an emotional response akin to a petulant child who picks up his toys and goes home when he gets in a fight.
Yet another incredibly illogical move by Pakistan. Our ability to respond like children truly amazes me. At the world stage, at such a critical conference, where for once our say could actually have some importance given the topic of discussion, what do we do... boycott it. Great move. This will only end up damaging Pakistan further, and we will continue to pay a heavy price for such retarded moves.

@ashok sai: I don't think this one conference means much. Pakistan should show its displeasure by not going. The wound is too raw and no proper understanding of what happened has come out yet. Pakistan will need to be in the conference in order for there to be any meaningful change so it will teach everyone a lesson.

Boycotting the conference is not a solution. Pakistan will only loose a chance of representation. I think WE should attended the conference and highlight our demands in front and MAKE NATO say SORRY for this unfortunate event.

No doubt Hamid Karzai will have his staunch criticism of Pakistan. Let him now wring his hands in desperation, he has been in no hurry to condemn us for destabilising Afghanistan, their foreign ministry speaks of Pakistan in the most derogatory terms. It is a country resigned to primitiveness, for God's sake 20% of their population are currently residing in Pakistan.
Let us unite behind this cause and let the world finally understand that we are indispensable allies rather than enemies. Our participation with Afghanistan should now be restricted to diplomacy, we should not waste anymore of our resources and energies.

Without Pakistan at Bonn the conference is meaningless, BBC analyst remarked. They might as well discuss football, baseball, horse racing, gays in the military etc., etc., Even Russia has decided that its partner Kyrgyzstan ask US to vacate the Manas airbase. With Putin and Medvedev shoring up missile defense against the US it is only a matter of months that they too will close the surface route to Afghanistan. That will be the end game for Afghanistan and Karzai so long as Pakistan can hold its nerve.
It is very shamefull to see muslims divided .Yesterday UAE Minister visited Pakistan to convince Pakistan not to shutdown shamsi base and we all know who has send them.Pakistani leadership alone cannot take a firm stand unless and untill all the muslim leaders are united.
