FDE, NCHD to be placed under new ministry
Government planning to place them under the newly established Ministry of Professional and Technical Training.

The government is likely to bring federal educational bodies, Federal Directorate of Education (FDE) and National Commission for Human Development (NCHD), under the administrative control of a newly established ministry.
Considering the abolishment of the two bodies after the devolution of the education ministry, the government is now planning to place them under the newly established Ministry of Professional and Technical Training.
Prime Minister Yousaf Raza Gilani on Monday called a meeting for this purpose on December 2. The control of FDE is now under the Capital Administration and Development Division.
The provinces however refused to continue the operations of NCHD and the government was about to abolish its operations but a three-member bench of the Supreme Court headed by Chief Justice Iftikhar Chaudhry asked the government to ensure the continuation of the NCHD to fulfill the constitutional obligation of providing basic education to the citizens.
Last week, the apex court said that the proposed act of winding up of the NCHD is unconstitutional and of no legal effect.
The proposed closure of the NCHD and Basic Education Community Schools (BECS) project was earlier stayed by the Supreme Court. It allowed the petitioners and the NCHD to carry out the project to perform functions. Welcoming the development, Qamar Goreja, spokesperson of NCHD, said, “We will try to achieve our goals to enhance the literacy rate in the country as per government policy.”
