SSC answer booklet theft: Inquiry against education board officials still pending

Higher Education Department Punjab began inquiry over five months ago.

The departmental inquiry against the former chairman of Board of Intermediate and Secondary Education (BISE) Rawalpindi and its former controller examination in connection with the theft of solved answer sheets of Secondary School Certificate (SSC) examination is still pending.


According to the Punjab Employees Efficiency, Discipline and Accountability Act 2006, any departmental action is lapsed after 90 days, where the inquiry by the Higher Education Department Punjab against the former BISE chairman Abdul Aziz and former controller Abdul Sattar was initiated over five months ago.

According to documents obtained by The Express Tribune, the Higher Education Department Punjab initiated official action against the two BISE officials on April 20 after they were suspended by the secretary higher education in connection with the theft of SSC part 1 exam answer booklets.


On the other hand the BISE authorities have penalized six of its employees for negligence in carrying out set duties and failing to safeguard exam answer booklets and important documents. A senior official of BISE confirmed that two to three years service and seniority of these officials had been nullified by board management, besides imposing fines on them.

The issue came to light on March 27 when the Rawat police intercepted a car carrying over 500 solved answer booklets for science and English subjects of the SSC part 1 annual examination. The police arrested Waqar Satti, a private schoolteacher, who later told the police that the answer booklets were given to him by Zahir Shah, headmaster of Primary School Kamalabad. The booklets had been taken from the Chowk Pindori branch of the United Bank Limited.

The BISE in response started inquiry against the board’s deputy controller examination Muhammad Munir Malik, office superintendent secrecy Arshad Mehmood, office superintendent collection officer Sadaqat Ali, assistant secrecy branch Zafar Iqbal, senior clerk Akhtar Muhammad and junior clerk Asif Ali. These officials were accused of being negligent in safe collection of the answer books.

However, the inquiry against the then BISE chairman and coordinator examinations was initiated by the Higher Education Department Punjab as the two officials had been deputed at the board from the education department.

Meanwhile, the trial of the seven men in the theft case is also underway in the court of area magistrate Rawat.
