Azerbaijan president outlines pragmatic foreign policy at global media forum

160 participants from 53 countries attend 4th Shusha Global Media Forum

President Ilham Aliyev has underscored Azerbaijan’s commitment to a balanced and pragmatic foreign policy, rooted in peace, non-interference and respect for international law, during an extensive interaction with global media at the 4th Shusha Global Media Forum.

Addressing participants at the forum’s opening session, the Azerbaijani president spoke at length on a range of global and regional issues, outlining his country’s diplomatic priorities and vision for international cooperation. The event brought together around 160 participants from 53 countries, including representatives of leading news agencies, media organisations and international organisations.

Aliyev emphasised that Azerbaijan pursues a “multi-vector” foreign policy, maintaining constructive relations with regional powers, Western nations and partners across Asia and Africa. He noted that Baku continues to expand cooperation in key sectors such as energy, trade and transportation, while actively participating in international organisations.

Highlighting Azerbaijan’s role on the global stage, the president pointed to the country’s chairmanship of the Non-Aligned Movement as evidence of its growing diplomatic influence. He said Azerbaijan has consistently advocated for inclusivity and fairness in global governance structures.

On reforms of the United Nations, Aliyev said discussions have long been underway but have yielded little tangible progress. He proposed a rotation-based model for expanding representation in the UN Security Council, suggesting that permanent seats be allocated to blocs such as the Non-Aligned Movement, the Organisation of Islamic Cooperation and the African Union.

According to the proposal, the chairing country of each bloc would hold the seat on a rotating basis with veto powers, ensuring broader representation. “It must be inclusive and representative,” Aliyev said, adding that traditional criteria such as population size or economic strength should not determine membership.

He warned that without meaningful reform, the UN risks losing its relevance as other centres of power take precedence in addressing global conflicts.

Commenting on global peace, the Azerbaijani leader stressed that external interference remains a major obstacle to stability in conflict zones. He argued that reducing such interference could pave the way for lasting peace, particularly in regions like Africa.

Aliyev also touched on Azerbaijan’s relations with the United States, recalling past challenges linked to Section 907 of the US Freedom Support Act, which restricted assistance to Azerbaijan. He described the measure as “unfair” and outdated, noting that it had adversely affected the country during its early years of independence.

Despite past tensions, the president indicated that Azerbaijan continues to engage with international partners in pursuit of mutual interests, reflecting a pragmatic approach to diplomacy.

Observers say Aliyev’s remarks at the forum highlight Azerbaijan’s efforts to position itself as a key regional player while advocating for reforms in global governance and a more balanced international order.
