Nascent film authority lands in controversy

The government has formally notified the board of governors of the Punjab Film City Authority, set up to promote the film industry in the province. The move has, however, triggered a fresh controversy, raising questions over policymaking and the distribution of powers within official circles.

Sources said the authority was viewed as a key step toward reviving the provincial film industry, ensuring modern facilities and setting up international-standard film studios.

However, the list of board members revealed a striking anomaly: the head of the provincial culture department was not included in the body tasked with promoting culture.

In Punjab, all cultural activities fall under the Department of Information and Culture, and policy matters relating to the film industry are directly within its ambit.

In this context, the absence of the relevant minister from the board has raised concerns about the smooth and transparent execution of a major project like an international-standard film studio.

Showbiz circles believe the development reflects either a lack of coordination in the decision-making process or an underlying tussle over authority.

Some observers see it as indicative of friction between the political leadership and the bureaucracy, warning that such issues could hamper policy implementation going forward.

Meanwhile, official sources termed the matter routine, maintaining that the board was constituted on merit and technical expertise to ensure the authority's effective functioning.

Despite this stance, questions persist over the rationale for excluding the relevant minister.

Stakeholders in the film industry say that lack of coordination among policymaking bodies directly impacts the sector, which is already struggling and in need of sustained government support.
