According to their press release, the chief minister approved collaboration with the Sukkur Institute of Business Administration (SIBA) to develop a dedicated job portal for persons with disabilities. The system will provide AI-based job matching and will be available in Sindhi, Urdu, and English to ensure that every person with a disability in Sindh can easily and inclusively participate in the employment process. He stated that the goal is for persons with disabilities to play an active role in decision-making and social development, and that their unique abilities should be valued.

The CM highlighted that the portal will connect the Sindh government directly with persons with disabilities, enhancing transparency and efficiency. He stated that through this platform, the Pakistan Peoples Party government aims to ensure merit-based recruitment across all provincial departments.

Additionally, the CM announced that a new digital system will be integrated for complaint registration and resolution, ensuring the protection of the rights of persons with disabilities and the timely resolution of their issues. The digital project will be implemented according to a strict timeline, with the initial prototype expected by February 2026, and the complete job portal and complaint resolution modules scheduled to be operational by May and July 2026, respectively.

Empowering persons with disabilities through technology and institutional support is a core pillar of the Sindh Employment of Persons with Disabilities Act 2018 (SEPD), the CM said.

In the release, the CM noted that the SEPD provides a comprehensive legal framework to protect the rights and dignity of persons with disabilities and to ensure their full inclusion in society. Under this law, the Sindh government is bound to provide legal protection and equal opportunities in education, employment, healthcare, and public life for persons with disabilities, enabling them to participate in national life autonomously and with dignity.

He said the law requires the establishment of specialised institutions and support systems, including the creation of a central database for persons with disabilities and the issuance of government disability certificates and cards. Key provisions of the law include the enforcement of a 5% employment quota for persons with disabilities in every government department, the implementation of comprehensive educational policies, the organisation of awareness campaigns across the province, and the preparation of annual progress reports to monitor the law’s impact.

During the meeting, Principal Secretary to the CM, Agha Wasif, Secretary of the Department of Empowerment of Persons with Disabilities (DEPD) Taha Ahmed Farooqi, Vice Chancellor of SIBA Professor Asif Ahmed Shaikh, Pro-Vice Chancellor Dr Abdul Rehman Somrani, Head of Computer Science Professor Mujtaba Shaikh, and DEPD Consultant Abdul Samad Channa, among other relevant officers, participated.

Education and Rehabilitation Centre, Qambar:

According to the release, the CM also reviewed the progress of the Government Special Education and Rehabilitation Centre in Qambar. The newly constructed building, spanning 6,000 square feet, features 10 special rooms across two floors.

Upon the proposal of the Mary Adelaide Leprosy Centre (MALC) and the approval of the DEPD Larkano Regional Director, the centre will be used as a special rehabilitation facility for children affected by developmental disorders, focusing particularly on neurodiversity.
