Police have incorporated Section 316 of the Pakistan Penal Code (PPC) into the case concerning the deaths of a woman and her infant daughter who fell into an open manhole near Bhatti Gate, while an internal inquiry has confirmed that the woman's husband was illegally detained and tortured by police during the investigation.

Officials said the case was initially registered by the Operations Wing under Section 322 PPC, which pertains to accidental death. However, after reviewing the circumstances and identifying negligence, the Investigation Wing added Section 316 PPC, relating to causing the death of an unborn or infant child.

Police stated that the additional charge was applied in connection with the death of the woman's 10-month-old daughter.

The investigation and challan will now be prepared under Section 316 against those found responsible for acts leading to the loss of life.

Meanwhile, the Internal Accountability Branch (IAB) has concluded its inquiry into allegations of torture against the deceased woman's husband, Ghulam Murtaza.

The report revealed that two police officers illegally detained him in the SHO's office for nearly four hours, during which he was subjected to physical abuse.

As per the findings, CCTV footage from cameras installed in the SHO's room confirmed the detention.

Ghulam Murtaza told the inquiry team that he was pressured to confess to murdering his wife and daughter.

His statement was later recorded again after he was shifted to Shorkot.

The inquiry termed the officers' actions unprofessional and unlawful and recommended departmental proceedings.

The report has been submitted to the Inspector General of Police Punjab and will be forwarded to the chief minister.
