Sources say complainant in 'fake encounter' case was expelled from police station

In an alleged fake police encounter case, the station house officer (SHO) and the Head Moharrar of Waris Khan Police Station refused to receive a judicial order directing the registration of a murder and kidnapping case against Crime Control Department (CCD) officers. According to sources, the complainant woman was also expelled from the police station, while police personnel allegedly issued threats, forcing the petitioner to call emergency helpline 15.

Additional District and Sessions Judge Sahibzada Naqeeb Shehzad had ordered the registration of a case against three CCD inspectors, five constables and around 15 police personnel for allegedly arresting a suspect from a house within the jurisdiction of Waris Khan Police Station and later killing him in a purported encounter in another district, Chakwal.

Following the order, the deceased's sister Asia Bibi, another sister Shazia Bibi, and their mother Gul Zareena reached Waris Khan Police Station with a certified copy of the court order and demanded that their statements be recorded and an FIR be registered against the concerned CCD officers.

However, the SHO refused to receive the court order.

The three women then approached the Head Moharrar and presented the order, but he too refused to accept it, allegedly telling them that since they had approached the court, they should pursue the matter there and not come to the police station.

The women were then pushed out of the police station.

Outside the police station, police constables and officials allegedly pressured the women to withdraw the case, threatening that another encounter could be staged if the case was not taken back.

Heated arguments and verbal abuse ensued between the women and police personnel at the gate.

Petitioner Asia Bibi subsequently called helpline 15 and complained that Constable Adil and his colleagues were harassing and threatening them outside Waris Khan Police Station.

On receiving the report, the Additional SHO recorded their complaint regarding threats, physical intimidation, possible arrest, and another alleged encounter outside the police station.

Petitioner's counsel, Advocate Malik Faisal Mahmood, stated that the judicial order would be resent to the police station.

He warned that if the order was again not received and harassment continued, a contempt of court petition would be filed against the SHO, the Head Moharrar, and other responsible officials on Monday or Tuesday.

The deceased, Naeem alias Guddu, a resident of Fazalabad, Dhoke Ilahi Bakhsh in the jurisdiction of Waris Khan Police Station, was arrested from his home on November 30, 2025, and later killed in a purported police encounter in Chakwal district.

After CCTV footage of his arrest surfaced, the court ordered the registration of a murder and kidnapping case against Inspectors Shafqat, Mohsin, and Sardar Alam, and Constables Adnan, Ali Shah, Bilal Shah, and Malik Abid.
