Mehran Workers Union calls for action against 'incompetent' officials

HYDERABAD:

The Mehran Workers Union has expressed deep concern over the "complete collapse" of the Hyderabad Water and Sewerage Corporation (HWSC) and demanded a judicial inquiry into the institution. The union also proposed handing over the corporation's revenue system to the Sindh provincial government to ensure transparency and accountability.

General Secretary Muhammad Aslam Abbasi called the destruction of HWSC's administrative structure a "criminal assault on public trust." He criticised the political appointments made in violation of the Sindh Civil Servants Rules 1974, which have left the organisation paralysed. Abbasi pointed out that the appointments of CEO Tufail Ahmed Abro and CHRO Naeem Ahmed Shoro lacked relevant experience and contravened legal procedures. Additionally, competent Grade 18 and 19 officers were sidelined in favour of contract-based appointees, causing significant losses to the government treasury.

To address the corporation's financial crisis, Abbasi suggested adopting a revenue collection system similar to the successful e-challan model. He recommended combining property tax, water, sewerage, and solid waste charges into a single, transparent system, with revenues deposited directly into the provincial account.
