Contract teachers moved to lump-sum pay

The Punjab Education Department has withdrawn all allowances and benefits previously granted to contract employees, officers and teachers serving in government schools and secretariat offices across the province.

From the start of the New Year, all such employees will be paid a fixed lump-sum salary only.

Under the new policy, pension commutation has also been abolished, and the possibility of regularisation at any stage has been permanently closed.

The Education Department has issued formal directives to all District Education Officers and Drawing and Disbursing Officers (DDOs), instructing them to strictly implement the Punjab Rules and Regulations and the Punjab Regularisation of Services Ordinance 2025.

According to a notification, salaries of all contract employees, teachers and officers are to be removed from the basic pay scale system and converted into lump-sum payments in line with the new rules.

No additional facilities, concessions, allowances or financial assistance linked to basic pay scales will be admissible to any contract or temporary employee in future.

Furthermore, under the revised regulations, all legal and constitutional provisions allowing the regularisation of contract employees after completion of a three-year service period have been abolished with effect from October 31, 2025.
