Sindh universities told to remove faculty from administrative posts

The immediate removal of all faculty members occupying non-teaching or administrative positions in Sindh's public universities has been ordered by the Sindh Higher Education Commission (HEC).

Currently, there are approximately 30 public universities in Sindh. In most institutions, faculty members are serving in key roles such as Registrar, Controller of Examinations, Director of the Quality Enhancement Cell, ORIC, and other budgeted and non-budgeted posts. Many vice-chancellors justify this practice by citing the universities’ severe financial crises, arguing that faculty members holding additional charges in these roles do not receive extra pay, performing these duties within their existing salaries.

In a strict directive, Sindh HEC referenced two separate court orders and granted vice-chancellors eight days to comply, warning that failure to implement the orders would make the university administration solely responsible for any resulting consequences.

In a related letter, Assistant Director of Sindh HEC Naheed J. Haider stated: “In compliance with the order issued by the Honourable High Court of Sindh in CP No. 1757 of 2024, the order dated December 9, 2025, issued by the Circuit Court of Hyderabad in the same petition is being sent to the Vice-Chancellor. According to this directive, no faculty member or PhD holder shall be appointed, posted, or allowed to continue in non-teaching administrative roles, whether on additional charge, lock-after basis, or OPS.”

The letter also referenced previous correspondence, noting that in a letter dated November 11 2024, the Supreme Court of Pakistan had directed that all vacant administrative posts must be filled according to the law and that arrangements such as additional charge, lock-after, OPS, or similar provisions should be terminated.

Vice-Chancellors have been instructed to ensure strict compliance with the court orders, specifically to immediately end all additional charges, lock-in, OPS, or similar arrangements. A compliance report must be submitted to Sindh HEC within eight working days of receiving this letter. Any consequences arising from non-compliance will be the responsibility of the respective university.
