Islamabad completes e-stamp paper system to prevent land fraud, document forgery

The process of linking the e-stamp paper system has been fully completed in the federal capital to eliminate fraud, deception, and the production of forged documents. In the next phase, work will commence on the issuance of judicial papers, which will bring an end to tampering in land transfers and registry documents.
A meeting in this regard was held at the CDA Headquarters, attended by Islamabad Deputy Commissioner Irfan Nawaz Memon, ICT Director Rabia Aurangzeb, relevant officers from ICT and CDA, while the PLRA DG and his team joined via Zoom link.
The meeting was informed that, under the agreement between ICT and PLRA, most of the stages relating to the issuance of e-stamp papers have been completed. The software for e-stamps has been developed, and the testing phase has formally begun. Progress on digitisation within ICT and CDA was also reviewed.
It was reported that the digitisation of 24 revenue estates has been completed, while the process for the remaining 11 estates will also be finalised shortly.

The meeting was further briefed that the scanning of all records within the CDA’s Estate Wing has been completed, while the scanning of Building Control records is underway. Once scanning is finalised, the records will be fully digitised.
Similarly, a mobile application has been developed to facilitate citizens and provide convenient access to their land records. This will ensure greater transparency and improved services in matters pertaining to land. Citizens will experience ease in transactions, property transfers, mutations, sales and purchases.
It was noted that the introduction of e-stamp papers will put an end to the transfer of land belonging to genuine owners without their knowledge, as well as other malpractices within the Revenue Department of Islamabad, including the preparation of forged documents.
