Kundi, Sobia shine in K-P Assembly

PPP, PML-N lawmakers lead legislative activity as house passes 54 bills, adopts 128 resolutions

During the ongoing one-and-a-half-year tenure of the Khyber-Pakhtunkhwa Assembly, Pakistan Peoples Party's Ahmad Kundi and Pakistan Muslim League-Nawaz's Sobia Shahid have emerged as the most active legislators. Both lawmakers have consistently raised constitutional and legal issues, submitted questions, tabled call-attention notices, and moved resolutions, setting a benchmark for parliamentary engagement.

According to official records from the Assembly Secretariat, nine sessions have been held so far in the current tenure, five convened on the governor's call and four requisitioned by members. In these sessions, a total of 175 questions were presented. Ahmad Kundi submitted the highest number with 49 questions, followed by Sobia Shahid with 22. JUI-F's Adnan Khan asked 17, Shehla Bano of PML-N raised 13, ANP's Arbab Usman put forward 10, while JUI-F's Rehana Ismail submitted eight. Out of these, 54 questions were referred to committees for further deliberation.

The Assembly also saw 72 call-attention notices, with Kundi again leading by presenting eight. Sobia Shahid tabled three, while Rehana Ismail (JUI-F), Taj Muhammad (PTI), Arbab Usman (ANP), and Jalal Khan (PML-N) each submitted four. In addition, the House received five adjournment motions and eleven privilege motions.

On the legislative front, the government introduced 61 bills, of which 54 were passed. Two, the K-P Law Reforms Bill and K-P Regulatory Force Bill, were referred to committees, while others such as the K-P Road Transport Workers Bill, K-P Mines and Minerals Bill, K-P Public Financial Management Bill, and the K-P University Amendment Bill were introduced but remain pending.

Equally notable were the 128 resolutions moved in the Assembly. Law Minister Aftab Alam led with 11, followed by government member Mushtaq Ghani with nine. Ahmad Kundi also submitted nine, PPP's Ikramullah five, and JUI-F's Muhammad Riaz four. Out of the total, 117 were adopted unanimously, while 11 passed by majority vote. These included resolutions on the withdrawal of cases against political workers including party founders, concerns over alleged mistreatment of former first lady Bushra Bibi and PTI founder Imran Khan in prison, the neglect of development funds for tribal districts, condemnation of the attack on the K-P Assembly building, the chief minister's disappearance during the October 6 protest, issues surrounding ad hoc judges in the Supreme Court, and opposition to both military operations in K-P and the recent election ordinance.

One of the most significant milestones of the current Assembly has been the approval of new rules after 35 years, a rare institutional achievement credited to Speaker Babar Saleem Swati. Amendments to the 1988 Privileges Act are also under process. The Assembly's record of activity, including the passage of dozens of laws, vigorous debate, and adoption of rules after decades, reflects a period of legislative assertiveness, with Ahmad Kundi and Sobia Shahid standing out as the faces of parliamentary performance.
