FBR recognizes PSBA as model public welfare institution

The Federal Board of Revenue (FBR) has formally acknowledged the Punjab Sahulat Bazaars Authority (PSBA) as a distinguished and high-performing public welfare organization.

It has recognized PSBA as one of Pakistan’s most transparent and self-sustaining public institutions, applauding its exemplary governance, fiscal discipline, and reform-driven structure.

Unlike conventional subsidy-dependent entities, PSBA has emerged as a self-financing and innovation-led institution. It sells essential commodities at prices lower than government-notified rates and enables citizens to receive them free of cost through its mobile application.

The expansion of Sahulat Bazaars across Punjab—backed by Rs3.44 billion worth of completed projects and an additional Rs10 billion in exclusive government funding for new bazaars in every city—stands as the strongest endorsement yet of PSBA’s impact, innovation, and public trust.

The University of Agriculture, Faisalabad, has adopted PSBA as a doctoral-level case study in welfare economics, recognizing its measurable role in inflation control, local market regulation, and community inclusion. Similarly, Fatima Jinnah Women University, Rawalpindi, has incorporated PSBA into its PhD research framework.

At the heart of this unprecedented transformation stands Naveed Rafaqat, Director General of PSBA. His governance model—built on data intelligence, fiscal autonomy, and citizen inclusion—has positioned PSBA as a distinguished and unrivaled institution.
