K-P launches 'E-Fine System'

New digitisation process aims to facilitate people

Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has decided to roll out the recently piloted 'E-Fine System' (Digital Muhasil) in all the relevant departments as part of a major push towards e-governance and digitisation of the government affairs in the province.

The Chief Minister's Secretariat has issued a directive to the chief secretary, instructing all the departments concerned to take necessary steps for the implementation of the digital revenue system across the province.

The 'E-Fine System' is a unified and integrated digital platform for online collection of fines and fees imposed by the provincial government.

Initially launched on a pilot basis in Peshawar, Abbottabad, Dera Ismail Khan and Swat districts, the system has yielded highly encouraging results, leading to a significant increase in the revenue collection in these areas.

According to official data, out of a total of 4,219 challans issued in Peshawar, 4,201 have already been paid under the new digitized system.

Similarly, DI Khan has seen full payment on all 36 challans issued, while in Swat, 875 out of 891 challans have been settled, and in Abbottabad, 282 out of 289 challans have been paid. The system has thus generated over Rs30 million in revenue to date.

The directive further states that the system has not only improved transparency and accountability in the revenue collection process but has also enhanced departmental performance.

Most importantly, it provides convenience to the public, as citizens no longer have to visit government offices to pay fines and fees, saving them both time and resources.

Given these advantages, the government intends to expand this modern online system to all departments that impose any type of fines.

The directive emphasizes the need to establish an integrated coordination mechanism among all relevant departments and to develop a timeline-based implementation plan to ensure the system is rolled out across the province as quickly as possible.

Government, keeping in view the modern-day requirements and public convenience, has decided to digitize the entire process of delivering public services across the province.

On the special instructions of Chief Minister Ali Amin Khan Gandapur, a Digital Public Services Catalogue has been devolved to facilitate the online provision of public services.

Currently, the catalogue includes 106 public services from 26 departments, while the government has decided to incorporate all remaining services into this digital platform as well.
