However, Social Security, Medicare benefits, and direct assistance to individuals are exempt.
The freeze, set to take effect at 5 p.m. ET Tuesday, has already prompted lawsuits from nonprofits like the National Council of Nonprofits and the American Public Health Association, which claim the OMB lacks the legal authority for such sweeping measures. Lawmakers, including Senate Minority Leader Chuck Schumer and Rep. Rosa DeLauro, have expressed alarm, warning of potential chaos for universities, nonprofits, and vulnerable populations reliant on federal assistance.
Despite the controversy, the OMB memo allows exceptions on a case-by-case basis, with agencies required to submit detailed reports on affected programs by February 10.
