Revenue dept establishes complaint cells
In a tacit acknowledgement of widespread public complaints concerning the property registration, Sindh Revenue Department has established Public Grievances Redressal Cells which will operate in all districts. The cells, which will be headed by Deputy Commissioners, were notified on October 21 by the Senior Member Board of Revenue.
Although the Sindh government is gradually shifting towards an electronic registration mechanism, complaints pertaining to delays and bribery in the matters of property mutation, sales certificates, inheritance entries, demarcation, partition of land and solvency certificates, among others, are still prevalent. As per the notification, all complaints related to these issues will be recorded in the complaint registers of the cell before being referred to taluka based Assistant Commissioners and Mukhtiarkars.
All such complaints will be computerized to keep data easily accessible. The SMBR has bounded the DCs to hold fortnightly meetings of the cell to speed up complaints disposal in addition to meeting complainants once a week. The DCs will also have to submit reports of performance of their respective cells to the divisional commissioners.
The DCs will also have to report against the officers who fail to discharge their duties, resulting in submission of complaints to the cell. The department's directors and the commissioners have also been tasked to visit the field offices to review progress as a result of fu nctioning of the redressal cells.
