Summons officials to address stuck-up import, export cargo

A divisional bench of the Balochistan High Court, comprising Justice Abdullah Baloch and Justice Iqbal Ahmed Kasi, ordered the federal government to address the ongoing blockade of vehicles loaded with import and export goods.

The bench directed the Ministry of Interior and FBR to hold a meeting within a week with importers, exporters, and members of the Quetta Chamber of Commerce and Industry. A progress report of the meeting is to be submitted at the next hearing scheduled for October 31, 2024.

The court issued a show cause notice to the Director of Customs Intelligence Balochistan for failing to submit a response. This followed a constitutional petition filed by the All-Pakistan Dry Fruits Importers and Exporters Association regarding the halted flow of goods at the border, causing significant financial strain on businesses.

During the hearing, the bench emphasised that the lack of communication and proper supervision between government departments had led to the issue, urging a collaborative solution to avoid further losses to importers, exporters, and goods forwarding agencies. These businesses, the court noted, contribute significantly to the national treasury by paying customs duties, sales taxes, and income taxes.

In compliance with a prior order from October 1, officials from the Ministry of Interior, FBR, and Customs were present. However, the Secretary of Interior was absent, as officials cited their participation in the SCO summit.

Appearing on behalf of the government, Additional Attorney General Najamuddin Mengal and Deputy Attorney General Naseer Ahmed Bangalzai requested an exemption for the interior secretary's appearance, which was granted.

The court has ordered all key officials, including the Secretary and Special Secretary of the Ministry of Interior, Chairman of FBR, Chief Collectors, and relevant Customs Intelligence personnel, to be present at the next hearing to ensure compliance and resolve the matter.
