A converted try by replacement scrumhalf Youngs 15 minutes from time finally edged England ahead after Argentina had looked more than capable of matching their 2007 opening match victory over France.
Earlier, in Invercargill, two Simon Danielli tries in the last five minutes saved Scotland as they came back to beat Romania 34-24 in their Pool B encounter.
Meanwhile, in Pool A, France overcame a second-half wobble to power their way to a 47-21 bonus point victory over Japan.
