MQM-P accuses DCs of abetting urban quota system manipulation

MQM-Pakistan leader and lawmaker Khawaja Izharul Hassan has alleged that the urban quota system is being openly manipulated in connivance with 'biased deputy commissioners' in different districts of Sindh in blatant violation of the Constitution.

Addressing the media following a hearing at the Supreme Court's Karachi Registry on Thursday, he said that his party's pursuit of justice dates back to 2016. "Despite relentless efforts, we faced a setback in 2023 when the Sindh High Court dismissed their case," he added. "Although the deputy commissioner's actions were declared unlawful, but justice remained elusive."

Hassan referred to instances where people obtained government positions by presenting forged domicile and Permanent Residence Certificates (PRCs) for a fee of Rs5,000. "Over 5,000 cases of such fraudulent recruitments are pending in the Supreme Court, yet justice has been delayed," he claimed. The MQM-P leader expressed frustration over what he termed the former chief justice's 'negligence and frivolous conduct', which prolonged the case, leading them to reinitiate legal proceedings in 2020.

Reports against deputy commissioners of four districts have been submitted by Sindh government officials, alleging the issuance of forged domiciles. Despite this, justice has not been served.

Hassan highlighted the plight of some Sindh residents in Kashmore and other districts who have suffered unfair treatment. After a three-year wait, their petition was finally scheduled for hearing at the Supreme Court's Karachi Registry. Notices have been issued in response to their plea, and they intend to present all evidence at the upcoming hearing.
