K-P grants UC officials authority to spend funds

Step taken under devolution of powers policy

PESHAWAR:

As part of its devolution of powers policy, Khyber-Pakhtunkhwa government has issued a notification authorizing officers ranging from grade 17 to grade 19 to utilize funds at Union Council level.

According to the official notification, the District Development Working Party (DDWP) will have the authority to approve projects worth up to Rs200 million, while the District Development Committee (DDC) and Tehsil Development Committee (TDC) will have the power to green-light projects worth Rs60 million and Rs20 million respectively.

The board has set certain conditions for the approval of projects, under which the projects will be sent to the Planning and Development (P&D) Department for approval.

The projects will be referred to the Provincial Development Working Party (PDWP) for further consultation.

If a project involves any subsidy or foreign funds aid, the PDWP will be the competent authority to approve it. Besides, the secretary will have full authority for administrative approval.

The regional officer will have an authority of spending Rs20 million; TMO Grade-19, Rs10 million; TMO Grade-18, Rs4 million and TMO Grade-17, Rs1.5 million.

Administrative sanctioning authority will be with TDC, DDC, DDWP, PDWP and ECNEC. The secretary has been granted complete authority for tender approval.

Similarly, according to the powers that have been transferred to the lower level regarding technical sanction, the chief engineer has been granted full authority.

The superintending engineer has been authorized to give technical sanction up to Rs20 million.

Additionally, TMO Grade-18 officers can give technical sanction up to Rs4 million and TMAO Grade-17 officers up to Rs1.5 million.
