Revamping DISCOs

Implementing structural changes and introducing competition may encounter resistance and logistical hurdles

Nepra has unveiled an ambitious plan to revamp DISCOs in Pakistan, outlined in its recent State of Industry Report 2023. This pivotal initiative comes as a response to persistent challenges within the nation’s power sector and a fervent commitment to ushering in a new era of efficiency and transparency.

At the forefront of Nepra’s transformative vision is the urgent call to abolish cross-subsidies and multiple taxes embedded within electricity tariffs. By planning to change the practice that efficient DISCOs shoulder the financial burdens of underperforming counterparts, Nepra is advocating for a fundamental shift towards fairness and transparency within the distribution landscape.

The introduction of private sector competition at the feeder level, coupled with the horizontal restructuring of DISCOs, will in the long run help strengthen efficiency and accountability.
